While local government units (LGUs) appear to be more competent in providing basic services to people, realities like spillover effects and inequalities among LGUs warrant the intervention of the national government (NG). Certain issues arise from such intervention, the most notable of which are ?nancing arrrangements for local projects and differences in development priorities between LGUs and NG. Another rationale for government intervention is income redistribution which can have signi?cant environmental impact. The paper explores the roles of the national government and local government units in ?nancing local projects with environmental objectives. To illustrate the concepts, the cases of municipal solid waste management in Metro Manila and small watershed protection are analyzed. The rationale for national government intervention and pro[sic] cost-sharing schemes for the different levels of government are presented for the speci?c projects. Alonzo Author-Workplace-Name: School of Economics, University of the Philippines Title: Financing Issues in the Rural Water Supply Sector Abstract: This paper discusses the various issues related to the financing of the rural water supply sector, particularly the rationale behind national government's support for this sector before and after the implementation of the Local Government Code (LGC) of 1991. As in other developing countries, the Philippine government views safe water as a minimum basic need—thus, its continued infusion of subsidy to this sector despite the devolution of responsibilities over water supply to local government units (LGUs). But to get government support, water supply projects must be economically feasible. This paper shows how the national government should determine the extent of support it must give to LGUs in ?nancing the capital cost of water supply. Generally, the higher an LGU’s cost of capital, the higher is national governmenfs level of support. A central issue is how the central government can ensure that national and local objectives coincide. The pattern of health spending after devolution is described, and the financing of national health priorities at the local level through the Comprehensive Health Care Agreements is examined. The paper concludes by suggesting some guidelines for a financing mechanism for locally implemented health projects.
