On June 27, 2025, the UP School of Economics (UPSE) and UP SOLAIR hosted an installment of the World Experts Lecture Series (WELS) at the Elizabeth Yu Gokongwei Lecture Hall. Prof. Christoph Scherrer of the University of Kassel, Germany, delivered a lecture titled “Financing the Just Transition to Renewable Energy,” using Germany’s energy shift to highlight the need for strong state capacity and social compensation in green policymaking. The presentation was followed by a local panel discussion featuring DOE Director Ruby De Guzman, Matthew Carpio of Climate Smart Ventures, climate lawyer Atty. Grip Bueta, and PIPPA Executive Director Atty. Anne Montelibano. Organized with support from PCED, UP OIL, and Climate Smart Ventures, the event provided critical insights into the financial and legal mechanisms necessary for an equitable shift toward sustainable energy.
