Director-General, National Economic and Development Authority (NEDA), Government of the Republic of the Philippines, 1986-1989. Through its central and regional offices and inter-agency committees, NEDA coordinates the formulation, implementation, monitoring and evaluation of development plans, policies, programmes and projects.
Member, Advisory Committee, United Nations Development Programs Global Cooperation Framework (GCF) 2003 –
Member, UN Committee for Development Planning (UNCDP), 1987 – 2000. The Committee is a high-level advisory group to the UN-ECOSOC, composed of 24 experts serving in their personal capacity.

Member, Board of Advisors, South Centre, Geneva, Switzerland, 1991-1995. The South Centre was established to follow-up the recommendations of the South Commission, organized in 1987 at the initiative of Prime Minister Mahathir Mohamad of Malaysia and chaired by Mwalimu Julius Nyerere of Tanzania. The Commission issued a report in 1990 entitled “The Challenge of the South” which has since been translated in five languages.
