The Office of the College Secretary (OCS) is the official keeper of records, overseer of registration and scholastic evaluation of students at the undergraduate level. The OCS is headed and managed by the College Secretary with the assistance of the Committee for Undergraduate Studies, the Student Records Section, and the Administrative Section.
For student services, the OCS facilitates processes and handles requests for official documents at the college level. The OCS also provides administrative support services for faculty, staff, and students including but not limited to implementation of policies, use of facilities, building and ground maintenance, student activities monitoring, communications, and other administrative tasks. The OCS is located at UP School of Economics (UPSE), Encarnacion Hall, Room 101; therefore, it is popularly known as “SE-101”.
Student Services
The OCS (SE-101) handles the following student requests pertinent to registration and other academic processes:

Consent of Instructor (COI)
Request to Enroll in Courses Outside the Curriculum
Overloading

Course Crediting / Validation Examination
Application for Residence
Return from Leave of Absence (LoA)
Dropping of Subject

Extension of Residence (Waiver of Maximum Residency Rule)
Appeal/s to the Committee on Student Admission, Progress, and Graduation (CSAPG)
GENERAL FLOW OF PROCESSES
Student looks into the online student portals (e.g. CRS) for announcements/posting of deadlines and requirements of processes.
Student takes note of the processes from advisories.
Student downloads forms or template of request from the Downloadable Forms.
Student fills out the form and submits this together with supporting documents to the SRE.
SRE evaluates the student’s records and files the form for required signatories.
Form goes through required signatories such as the SRE, Director of Undergraduate Studies, College Secretary, Department Chair or the Dean.
Student is advised by the SRE of the succeeding steps (this depends on the request).
Student retrieves the document or finalizes transaction with SRE.
SRE files a copy of the document / request in the Student Jacket.
Note: This is the general flow of transactions with SE-101. Transactions may take 3, 7, or up to 20 days depending on whether it is a simple or complex transaction.
SCHOOL OF ECONOMICS REGISTRATION VOLUNTEER CORPS (SE-RVC)
The SE Registration Volunteer Corps (SE-RVC) is the student-volunteer arm of the School of Economics.
The SE-RVC assists the OCS in disseminating the following information:
Schedule of Registration of Activities;
Deadlines for Application of Transfer Admission, Readmission, Residence, and Graduation;
Deadlines for Appeals;
Registration-related announcements from the College Secretary, Office of the Department Chair and Office of the Dean; and
Advisories from the Director of Undergraduate Studies.

Official documents may be requested via the online portal by following the steps below:
Fill-up a ticket and make your request. Make sure that you indicate whether you need soft copies or hard copies of the documents that you are requesting.
The Office of the College Secretary (OCS) Staff will send a Statement of Account (SoA) and instructions on how to pay for your document request.
Payment may be made at the Cashier’s Office or online.
Upload your proof of payment to your existing ticket.
Wait for the OCS Staff to confirm your payment and for the status or pick-up date of the document that you requested.
Pick up the document personally at SE-101 or send an authorized representative to pick up the document (with Authorization Letter and a copy of your ID).
Note: Every support request is assigned a unique ticket number which you can use to track the progress and responses online. For your reference, we provide complete archives and history of all your support requests. A valid email address is required to submit a ticket.
REQUEST OF ENDORSEMENT
Endorsements are requested from the Director for Undergraduate Studies:
Student submits the letter of request / form to the OCS Staff at SE-101.
The SRE verifies information or evaluates the student’s records.
The SRE forwards the document / request to the Director for Undergraduate Studies (UG Director) for endorsement.
The UG Director returns the endorsement to the SRE.
The SRE forwards the document / request to the College Secretary for endorsement.
The SRE informs the student when the document is available.
The SRE releases the document to the student.
Endorsement requests are required by:
Application for Minor Program
Application for MOVE-UP Program (Office of International Linkages)
Application for LIPAD-ARAL: International Student Exchange Program (Office of International Linkages)
Application for Scholarships or Financial Assistance
Note: All requests should go through SE-101. Requests should not be sent directly to the Director for Undergraduate Studies or the College Secretary’s emails. Requests not going through proper channels will not be processed.

Riingen-Informatics IT Laboratory
The Riingen-Informatics IT Laboratory, formerly known as the UPSE Computer Lab, has been transformed into a modern, upgraded facility that embodies the School’s commitment to innovation, collaborative learning and academic excellence. This revitalization was made possible through the generous support of UPSE alumnus, Leo Riingen of Batch 1984.
The upgraded lab now serves multiple functions: a flexible classroom, a dynamic discussion space, and a collaborative hub where students can work on econometrics and data analysis. While users currently bring their own devices, the redesigned space encourages group work, research collaboration, and interdisciplinary exploration.
The IT Lab team continues to provide technical assistance to the UPSE community and oversees the distribution of STATA and other essential econometrics software.
